We have the pleasure to confirm the arrangement with our Senior, Alderman Samuel, yesterday, viz,- that we should pay the expense of a telegram to be despatched by the Colonial Office to the Governor of Hong Kong asking that permission may be given to proceed immediately with the erection of Tanks by Messrs Arnhold, Karberg & Co., and that sanction may be granted for our Tank Steamers to discharge alongside the wharf being constructed upon the site formally approved of by the Governor for this purpose; we guaranteeing that we will conform to any tests as to the flashing point of the oil, or any regulations made or to be made as to its storage, instituted by the local authorities.

As we have previously explained to you if the construction of our tanks is not commenced until the 15th of November, the Installation cannot possibly be ready to receive our steamer, and this is the point we are desirous of having made clear to the Governor of Hong Kong.
